UNRWA Policy on Education for Human Rights, Conflict Resolution and Tolerance (HRCRT)

About the Institution: The United Nations Relief and Works Agency (UNRWA) provides assistance and protection to some 5 million registered Palestine refugees to help them achieve their full potential in human development. The Agency’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance, including in times of armed conflict. Since 2011 UNRWA has undertaken an education reform process that seeks to change classroom practices with the goal of enhancing student learning outcomes of the half million Palestinian students it serves through a systemic approach to change that addresses three key levels: the legislative or policy level, the organizational or framework level and the capacity development level, in eight interconnected programmatic areas. (Read more)

Life Skills-Related: UNRWA’s Human Rights Conflict Resolution and Tolerance Programme (HRCRT) is a very fine example of a systemic approach to develop educational policies and strategies, human rights enrichment materials and standards to analyse current curricula as well as capacity building interventions. Through this programme concepts of Human Rights Conflict Resolution and Tolerance (HRCRT) have been integrated into the curriculum students are learning about their rights and the rights of others teacher toolkits have been produced elected School Parliaments have been activated in all schools, and most of them have set up School Parliament Action Plans. HRCRT has become key to fulfil the vision of UNRWA’s education programme, namely “to develop the full potential of Palestine refugees to enable them to be confident, innovative, questioning, thoughtful, tolerant and open-minded, upholding human values and religious tolerance, proud of their Palestinian identity and contributing positively to the development of their society and the global community” (UNRWA Education Reform Strategy 2011-2015).
